Method
 

Preparation
  1. Lay out the tortillas on a clean cutting board or countertop.
  2. Evenly spread a layer of cream cheese on each tortilla, reaching to the edges.
  3. Begin with a handful of spinach, followed by shredded carrots, bell pepper strips, and green onions. Ensure it's a generous yet even layer.
  4. Lightly sprinkle salt and pepper over the vegetable layer.
  5. Carefully roll the tortilla away from you, keeping everything tightly packed. Press the seam to seal.
  6. Wrap each roll in plastic wrap and refrigerate for at least 30 minutes.
  7. Slice the rolls into bite-sized pinwheels and arrange them on a serving platter.
